Standard Chartered appoints Senior External Advisors to Board Financial Crime Risk Committee

Standard Chartered PLC (“the Group”) today announces the appointment of three external advisor members to its Board Financial Crime Risk Committee (the “Committee”). The three external advisors are outstanding leaders in their fields and will bring valuable insight and a wealth of experience to the Committee.

The external advisor members are:

Lazaro Campos, former chief executive officer of the Society for Worldwide Interbank Financial Telecommunication (“SWIFT”), a member-owned cooperative for the secure exchange of financial messages;

Boon Hui Khoo, former president of INTERPOL, senior deputy secretary in Singapore’s Ministry of Home Affairs and commissioner of the Singapore Police Force; and

Frances Townsend, former assistant to the U.S. President for homeland security and counterterrorism.

The appointments are for two-year terms and additional advisors may be announced at a later date. Further biographical information on each advisor is provided below.

Formation of the Committee was announced in December last year as part of the Group’s strategic priority of combating financial crime and continuing to invest in its conduct and compliance capabilities. The Committee’s responsibilities include oversight of the Group’s policies, procedures, systems, controls and assurance for its anti-money laundering, sanctions compliance, corruption and tax crime prevention efforts. It also has oversight of the Financial Crime Risk Mitigation Programme (a Group-wide initiative to identify and embed best practices), and the Group’s commitments under its 2012 and 2014 U.S. regulatory settlement agreements.

The Committee is chaired by Simon Lowth and in addition to the advisors its members are Christine Hodgson, Naguib Kheraj, Ruth Markland and Lars Thunell, each of which is an existing independent non-executive director of the Group.

External Advisors to the Board Financial Crime Risk Committee

Lázaro Campos served as the chief executive officer of SWIFT, the global banking network, from April 2007 until July 2012 and for four years before that ran its banking division. He is a management advisor and board member for digital payment ventures, advising them on funding acquisition and consulting for financial institutions worldwide in support of their innovation agendas. Mr Campos is also an advisor to the Bill and Melinda Gates Foundation and to the Arab Monetary Fund’s Arab Regional Payment System (ARPS).

Boon Hui Khoo is a former commissioner of the Singapore Police Force, where he spent more than 30 years of his career before becoming senior deputy secretary at the Ministry of Home Affairs. He was president of INTERPOL from 2008 to 2012 and is currently chairman of the organisation’s steering committee to address the global trafficking of illicit goods and counterfeiting. Mr Khoo is also a non-executive director of the Temasek Foundation, the philanthropic arm of Temasek Holdings and Singapore’s Casino Regulatory Authority.

Frances Townsend is executive vice president for international affairs at MacAndrews and Forbes, an investment holding company. She began her career as a prosecutor for the U.S. Department of Justice and later served as assistant commandant for intelligence at the U.S. Coast Guard before joining the White House, first as deputy national security advisor for combating terrorism, then as assistant to President George W. Bush for homeland security and counterterrorism. During that time, Ms Townsend chaired the White House Homeland Security Council. She is an independent director of several publicly listed companies and a national security analyst for CNN.
