The Shariah Committee was established to oversee the bank’s business and ensure we comply with the strict requirements of Shariah Law.

Shariah Committee

The Shariah Committee (SC) was formed in October 2000 with the mandate given by the Board of Directors of Standard Chartered Saadiq Berhad to oversee the bank’s Islamic banking business and ensure we comply with the strict requirements of Shariah Law.

The committee is made up of distinguished academicians from prominent universities in Malaysia and independent consultants who are experts in Shariah. The committee meets regularly to:

  • Discuss the development of new Islamic banking products
  • Review the various procedures and practices related to the Islamic banking business

Dr Ahcene Lahsasna

Dr. Ahcene Lahsasna is currently the Chief Executive Officer of Salihin Shariah Advisory & Chief Academic Officer of Salihin Academy, a council member of the Malaysian Financial Planning Council (MFPC), a council member of the Chartered Islamic Finance Institute (CIIF) and also a member of the Association of Shariah Advisor Malaysia (ASAS). Prior to that he was an Associate Professor at INCEIF.

Dr Ahcene Lahsasna is CPIF (Chartered Professional Islamic Finance), a RFP (Register Financial Planner), a FAP (FAA Accreditation Panel), a CPT (Certified Professional trainer) by the FAA, a Certified Trainer by CIBAFI (General Council for Islamic banks and financial institutions in Bahrain) and a Certified Trainer by MFPC & HRDF. Dr Ahcene Lahsasna authored more than 20 books and was the recipient of the Global Business Leadership Award in 2017 & 2019 in Islamic Finance.

Dr Ahcene Lahsasna has been appointed as the Chairman of Shariah Committee member for Standard Chartered Saadiq Berhad (SCSB) with effect from 1 July 2019.

Professor Dr Zurina Binti Shafii

Prof Dr. Zurina Binti Shafii is a Professor in Islamic finance at the Faculty of Economics and Muamalat, Universiti Sains Islam Malaysia (USIM) and a research fellow at USIM’s Islamic Finance and Wealth Management Institute (IFWMI). Her areas of expertise include Shariah Compliance Audit, Islamic Wealth Management, Islamic Accounting and Halal Management.

She received her first degree in Accounting from University Teknologi Mara (UiTM) and later obtained her Master’s degree and PhD both in Islamic Finance from Durham University, United Kingdom. She was awarded ACCA Professional Level Certificate and a Certified Islamic Financial Planner.

She authored Islamic finance related books in areas of Islamic Financial Planning, Shariah Governance and Audit and Islamic Accounting published by Penerbit USIM and IBFIM.

Prof Dr. Zurina delivers trainings on Shariah Governance and Audit, Shariah Risk Management and Islamic Banking, Finance and Takaful Fundamentals and Advance modules to multitude of organisations organised by training providers such as ASAS, IBFIM, BILIF, Amanie Academy and Muamalat Interactive Game (MIG) Training and Consultancy. She actively participates in consultancy and advisory works in Islamic Banking, Finance and Takaful. She is one of the founders for a series of Muamalat Interactive Game (MIG) board games (industry MIG, community MIG, Halal2u) and mobile apps, learning tools for financial literacy, Shariah contracts interactive learning and Halal Management.

Prof Dr. Zurina has been appointed as a Shariah Committee member for Standard Chartered Saadiq Berhad (SCSB) with effect from 1 November 2017.

Mufti Muhammad Abdul Mubeen

Mufti Muhammad Abdul Mubeen is the Head of Shariah Department for Group Islamic Banking function of Standard Chartered Bank since 2007 and is a Shariah Board Member/Shariah Advisor for Standard Chartered Bank (Pakistan) Limited for the past 14 years. He obtained Shahadat ul Alamiyyah from Jamiat ul Uloom il Islamiyyah, Allamah Binnori Town Karachi, Pakistan and completed his Takhassus fil Ifta from Jamiah Darul- Uloom Karachi, Pakistan. Mufti Mubeen has completed his LLB (Hons) Shariah & Law from International Islamic University, Islamabad, Pakistan and has received his Master of Commercial Law from The University of Melbourne, Australia.

He remains as member of Shariah Advisors Forum (Forum Established by State Bank of Pakistan) and actively participates in preparing & issuing Shariah Standards for Islamic Banking Industry in Pakistan.

Mufti Mubeen has taught different subjects of Shariah such as Hadith, Usul ul Fiqh, Fiqh and Comparative Study of Law System at different institutions in Pakistan. He has extensive experience in the field of Islamic Finance and Insurance over the 15 years.

Mufti Mubeen has been appointed as a Shariah Committee member for Standard Chartered Saadiq Berhad (SCSB) with effect from 25 February 2018.

Dr Hakimah Binti Haji Yaacob

Dr Hakimah Binti Haji Yaacob is a Senior Assistant Professor of University Islam Sultan Sharif Ali (UNISSA) Brunei Darussalam. Currently, she is a consultant of Bank Islam Brunei Darussalam (“BIBD”) and Tabung Amanah Islam Brunei (TAIB). Apart from that, she is a member of the Chartered Institute of Arbitrators, UK and certified mediator of Australian Accord Group and Malaysian Mediation Centre.

Being an expert in Islamic Law, Dr Hakimah’s expertise is not only limited to writing and drafting Islamic legal documentation, but she is also involved with various primary research, focusing on Islamic Finance and regulatory framework.

She received her PHD in Law, Masters in Comparative Law, LLB Shariah Hons and LLB Hons from International Islamic University Malaysia. She also holds a diploma in Victimology from Tokiwa University Japan.

Dr Hakimah has been appointed as a Shariah Committee member for Standard Chartered Saadiq Berhad (SCSB) with effect from 1 March 2020.

Mufti Yousuf Sultan

Mufti Yousuf Sultan

Mufti Yousuf Sultan is the Founder and CEO of Adl Advisory in Malaysia which provides Shariah advisory, consultancy and training services related to Islamic Finance to various industries. He has also co-founded IFA Consultancy in Bangladesh, a pioneer institution promoting Islamic Finance to the mass through training, workshops, seminars and consultancies.

He received his MSc in Islamic Finance degree from INCEIF, Malaysia. Earlier, he graduated as a Mufti in Shari’ah and Islamic Jurisprudence from Jamia Shariyyah Malibag, Dhaka. He is also a registered Shariah Adviser with the Securities Commission of Malaysia and a Certified Islamic Finance Executive (CIFE) from Ethica Institute of Islamic Finance, Dubai. Apart from that, he is also a Certified Shariah Advisor and Auditor (CSAA) from Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), Bahrain and an AAOIFI Master Trainer.

Mufti Yousuf has conducted various research and reports on Islamic Finance of which the most notable one is titled “Responsible Finance – Ethical and Islamic Finance: Meeting the Global Agenda” – published by RFI Foundation and IFSB, co-authored with Tan Sri Dr Zeti Akhtar Aziz, the former Governor of the Central Bank of Malaysia.

Mufti Yousuf has been appointed as a Shariah Committee member for Standard Chartered Saadiq Berhad (SCSB) with effect from 1 June 2022.
