SC EasyBill Payment Programme Terms and Conditions

  1. This SC EasyBill payment programme (“SC EasyBill“) is available to a cardholder of credit card(s) issued by Standard Chartered Bank (Singapore) Limited (each such card to be referred to as a “Card”) who has received a Direct Mailer, Electronic Direct Mailer and/or SMS (each, a “Communication”) from Standard Chartered Bank (Singapore) Limited (the “Bank”) about SC EasyBill and which contains the URL to the Online Application (defined in Clause 4 below) and these terms and conditions (such cardholder to be referred to as a “Selected Cardholder”).
  2. Only the following types of payments, as selected by the Selected Cardholder in the Online Application, are eligible for SC EasyBill f:
    1. Rental Payments (as defined at clause 3(b) below);
    2. Insurance Premium Payments (as defined at clause 3(d) below);
    3. Latest tax payable to the Inland Revenue Authority of Singapore (“IRAS”) (as defined at clause 3(e) below); and
    4. Education Institutions payments (as defined at clause 3(c) below).
  1. For the purposes of these terms and conditions:
    1. Eligible Payment” is defined as each transaction made by a Selected Cardholder using SC EasyBill and which is for an eligible payment type, as stated at clauses 2(a)-(d) above.
    2. Rental Payments” are defined as payments made towards the monthly rental amount specified in a tenancy agreement, between the Selected Cardholder and the Landlord as specified in the agreement.
    3. Education Institution Payments” are defined as payments towards any educational service i.e, payments made towards School Fee, University Fee, Polytechnic Fee, Fees related to Training institutes, Fees for Enrichment centres and day cares, Fees pertaining to extracurricular activities (E.g.., Dance, Music, Painting, Cookery, Yoga, gardening, Language programmes), Fees for Hobbies, Fees for any sports activity involving a Instructor and Tuition Fees
    4. Insurance Premium Payments” are defined as payments made towards insurance premium payments due towards any insurance policies including Health Insurance, Motor Insurance, Life Insurance, Foreign domestic worker Insurance and Travel Insurance will be treated as Insurance Premium Payments.
    5. “IRAS” is defined as Payments made towards the “Commissioner of Inland Revenue” for Individual Tax or Property Tax Purposes
  1. A Selected Cardholder must submit to the Bank, documents evidencing that the transaction made using SC EasyBill is for an eligible type of payment (as set out in clauses 2(a)-(d) above), before the Bank processes the Online Application (as defined at clause 5 below) at the Bank’s request. Credit of an Eligible Payment will be limited only to the accounts of banks listed in the Online Application (as defined at Clause 5 below).
  1. The Selected Cardholder must apply for SC EasyBill by completing the online application form and accepting these terms of SC EasyBill which are made available to him/her through the URL provided in the Communication (the “Online Application”).
  2. The Eligible Payment will take up to 7 business days for processing from the time of submitting the Online Application by the cardholder, and it is the Selected Cardholder’s responsibility to arrange for such payments in advance considering the time taken to process the Online Application. To the extent permissible by law, the Bank will not be liable for any delays in payment arising from using SC EasyBill. If, due to any reason, the Selected Cardholder makes more than one Online Application, which results in an excess amount being paid to a SC Easybill Beneficiary, the Selected Cardholder will have to initiate and manage the refund process with the SC EasyBill beneficiary directly.
  3. The Online Application will require the Selected Cardholder to provide beneficiary information i.e. Beneficiary name, Bank Name, Description for the payment and Beneficiary’s bank account number (“SC EasyBill Beneficiary Details”) The SC EasyBill Beneficiary Details in the Online Application will be used to process the Eligible Payment, and credit the SC EasyBill Amount ( as defined in Clause 8) to the intended beneficiary as stated in the Online Application (“SC EasyBill Beneficiary). Failure in providing correct SC EasyBill Beneficiary Details in the Online Application may result in the SC EasyBill Amount (defined in Clause 8) being credited to an incorrect bank account. The Bank does not verify the SC Easybill Beneficiary’s details provided by the Selected Cardholder in the Online Application and the SC EasyBill Beneficiary’s details provided in the Online Application will be used by the Bank to process payments made using SC EasyBill. The Bank is not obliged to assist clients with any disputes due to incorrect SC EasyBill beneficiary Details being provided by the Selected Cardholder and will not be liable for recovery of such payments made to an incorrect SC EasyBill Beneficiary.
  1. The Selected Cardholder’s Card account will be charged with the amount requested by the Selected Cardholder in the Online Application to credit the SC Easybill Beneficiary’s bank in respect of the Eligible Payment (“SC EasyBill Amount”) and the SC Easybill Amount will be credited into the SC EasyBill Beneficiary’s bank account as provided by the Selected Cardholder in the Online Application within 7 business days from the date of a successful Online Application. By applying for SC EasyBill, the Selected Cardholder is authorizing the Bank to charge the SC EasyBill Amount to the Selected Cardholder’s Card and credit the SC EasyBill Beneficiary’s bank account as provided by the Selected Cardholder in the Online Application.
  1. A non-refundable processing fee (“SC EasyBill Fee”) will be charged to the Selected Cardholder’s Card account together with the SC EasyBill Amount. Online Application once submitted cannot be cancelled and the outcome will be notified to the client as specified in Clause 10. Any waiver of the SC EasyBill Fee will be at the sole discretion of the Bank.
  2. The SC EasyBill fee is not a fixed amount, will vary and depends on the SC EasyBill Facility chosen by the Selected Cardholder. This SC EasyBill Fee may be changed at any given time as per the banks discretion. Thhe SC EasyBill fee for successful Online Applications can be viewed in the Selected Cardholders Subsequent Card account statement.
  3. All applicable fees and charges as stated in the Credit Card Terms (https://www.sc.com/sg/_pdf/credit_card_terms.pdf) as specified will apply. Selected Cardholders need to pay the full amount of the SC EasyBill Amount and SC EasyBill Fee by the due date as stated in their Card statement.
  1. By applying for EasyBill, Selected Cardholders consent to the Bank reducing the available credit limit for the Card by the total sum of the SC EasyBill Amount and SC EasyBill Fee prior to the posting of the SC EasyBill Amount and SC EasyBill Fee transactions to the Selected Cardholder’s Card account.
  2. The SC EasyBill Amount and SC EasyBill Fee will be reflected as separate charges in the Selected Cardholder’s Card account statement.
  1. Bank may choose not to process the Online Application at its sole and absolute discretion.
  2. In addition, the Bank will not be liable for any failure, incorrect transfer or delay in the transfer of the SC EasyBill Amount to the SC EasyBill beneficiary for whatever reason, including but not limited to any of the following reasons;
    1. Delays in transmission of information for processing the Online Application;
    2. Incorrect transfer due to incorrect SC EasyBill Beneficiary details provided in the Online Application provided by the Selected Cardholder. Bank will not verify any SC EasyBill Beneficiary details provided by the Selected Cardholder
    3. Lost/Stolen Card;
    4. Terminated Card or bank account; or
    5. Insufficient available credit limit in the Cardholder’s Card account.
  1. In all circumstances, it is the Cardholder’s sole responsibility to ensure that his/her Eligible Payments are made on time, and the Bank shall not be liable, whether to the Cardholder, or otherwise in the event such payments are not made on time.
  2. All Eligible Payments will be considered under the respective Card Terms as transactions which are eligible to earn 360° Rewards Points or for cashback to be awarded (as the case may be). For the avoidance of doubt, any Eligible Payment will not be considered as excluded or ineligible transactions for the purposes of earning the 360° Rewards Points or awarding of the cashback (as the case may be) as set out in the respective Card Terms and Conditions.

General

  1. The Bank may vary, modify, add, delete or otherwise revise any of the terms and conditions governing the SC EasyBill Payment Programme or to terminate, withdraw, extend, suspend, or shorten the SC EasyBill Payment Programme at any time at the Bank’s sole discretion, with or without prior notice or reason.
  2. The Bank is not responsible for any failure or delay in the transmission of the transactions by any party including but not limited to Mastercard/Visa acquiring merchants, merchant establishments, any telecommunication provider, any internet service provider or website. In the event of any dispute, the Bank’s decision shall be final and binding. The Bank reserves the right to reject your Online Application for any reason whatsoever, and vary, delete or add to any of these terms and conditions at any time at its discretion without notice.
  1. The Bank is not an agent of any merchant or service provider or vice versa.
  1. The Bank accepts no liability for the goods and services provided by any merchant or service provider. Any dispute about the same must be resolved directly with the merchant or service provider. In case of any disputes, the decision of the Bank and the respective merchants, or service providers shall be final.
  2. The Bank reserves the right to determine in its sole and absolute discretion all matters arising out of or in connection with the SC EasyBill Programme, including your eligibility for the SC EasyBill Programme. Unless otherwise stated, this SC EasyBill Payment Programme is not valid with other offers, discounts, rebates, privileges or SC EasyBill Programmes. The Bank’s determination of all matters relating to this SC EasyBill Payment Programme shall be final and binding and no correspondence will be entertained.
  1. The Cashback and/or 360° Rewards Points is non-transferable, non-assignable and non-exchangeable for cash or credit or otherwise.

 

  1. The Bank reserves the right to replace or substitute the Cashback and/or 360° Rewards Points with any item of which may or may not be of equivalent or similar value, without prior notice or reason (and the Bank shall not be obliged to disclose its reason).
  1. Except for death or personal injury caused by the negligence of the Bank, to the fullest extent permitted by law, the Bank and members of the Bank’s group shall have no liability in respect of, and will be indemnified from and against, any liability, loss, claim, damage or costs of any kind (including legal costs) to any person or entity, in whole or in part, directly or indirectly, whether by reason of the acceptance, possession, use or misuse of the Cashback and/or 360° Rewards Points.
  2. In the event the Bank has determined that a Selected Cardholder has irregularly or wrongly redeemed any 360° Rewards Points /cashback from the Bank, or where the Bank has knowledge of subsequent events which would mean that the Selected Cardholder would not have been entitled to redeem the 360° Rewards Points /cashback (including but not limited to where the charges used to meet the minimum spend were reversed or refunded),the Bank reserves the right to claw back the 360° Rewards Points /cashback or to deduct the value of the reward points/cashback (or such other amount as it deems fit) from the Selected Cardholder’s account(s) with the Bank.
  3. A person who is not a party to these terms and conditions has no right under the Contracts (Rights of Third Parties) Act (Cap. 53B) to enforce any of these terms and conditions.
  4. The SC EasyBill Payment Programme Terms and Conditions are to be read in conjunction with the Bank’s Customer Terms, the Credit Card Terms and any other product terms that may be applicable in conjunction with the SC EasyBill Payment Programme (collectively, the “Other Terms”).
  5. In the event of any inconsistency between these terms and the Other Terms, these terms prevail only to the extent of such inconsistency.
  6. These terms and conditions are governed by and shall be construed in accordance with the laws of the Republic of Singapore and you agree to submit to the exclusive jurisdiction of the courts of the Republic of Singapore.
